    Simplifying the excise tax on private foundations has been an ongoing CMF key legislative goal. In order to successfully achieve this goal, Congress has maintained that in order to change the current rate fluctuating between 1% and 2%, an alternative revenue neutral rate must be determined and recommended.

    At CMF’s request and with financial support from the Charles Stewart Mott Foundation, Cambridge Associates prepared a new national report to determine what a revenue neutral flat excise tax would be for private foundations. The report concluded that based on an analysis of the most recent five year period for which substantive data is available (2000-2004) that the revenue neutral percentage is 1.32%.
